3.Object of research: the process of forming management strategies of trade and production of dairy cluster profile regional level. Objective: theoretical and methodological basis and development of practical recommendations for the creation and management of the activities of the cluster profile of milk at the regional level. Research methods: methods of the economic theory of management of the organisation, кластерного and бенчмаркингового approaches; managements by results; economic-mathematical modelling, first of all, model of Leonteva "expenses - release", and also the matrix and system analysis; methods of taxonomy and the analysis of hierarchies. For the first time the approach to realisation of strategy of adaptive management by activity regional кластера which is based on identification of elements of a matrix of Leonteva "expenses - release" in cost interpretation thanks to trust relations between participants, and carrying out of quantitative calculations that allows to use effectively the existing potential кластера by updating of financial streams taking into account interests of participants for maintenance of a synergy of their interaction is developed.
