The object of research: process of socio-economic development of Ukrainian regions; the purpose of work: development of theoretical and methodical positions and practical recommendations in relation to providing of socio-economic development of regions on the basis of overcoming them depression status; research method and apparatus: methods of theoretical generalization and analysis of the systems; structural-functional methods; comparative analysis; economical and statistical; factor analysis; cross-correlation analysis; expert method; linear programming; graphic; theoretical and practical results: the methodical approach to the determination of rating estimation of degree of region's development has been improved; the algorithm of inter-regional distribution of budgetary resources has been improved; the mechanism of redistribution of budgetary facilities has been improved; the ways of diminishing of regional disproportions has been further developed; the organizational and economic measures of optimization of the budgetary adjusting of socio-economic region's development has been further developed; the practical signification of the obtained results is that their implementation allows to improve efficiency of regional and local organs of power activity, exposes influence of the budgetary adjusting on socio-economic development of regions; the subject and degree of introduction: research results are implemented into practical activity of the Financial management department of executive committee of Melitopol city soviet in the Zaporozhia area, the Main management department of economy of Kharkov regional state administration, the Financial management department of Kiev district in Kharkov city soviet, educational process.
