An object is processes of forming of development of rural territories in the conditions of liberalization and market; a purpose is a ground of the going near providing of complex development of rural territories on the basis of prognostication and programming of development of rural administrative districts taking into account socio-economic and ecological factors; methods – the abstractly-logical, structurally-dynamic analysis problem-oriented, economy statistical economy mathematical, logistic; novelty – model is worked out and priorities of development of rural administrative districts are certain recognition branch sectoral and naturally climatic division of the landed resources; results – to work out scientific bases of providing of complex development of rural territories; it is inculcated in economic practice.
