Yatsenko M. Managing development of regional complex of information communication services

The object is processes of management development of regional complex of information communication services (RC ICS). The aim is the development and ground of theoretical and methodical positions of system management development of RC ICS, and forming on their basis of recommendations on introduction. The methods are analysis, synthesis, scientific abstraction, logical generalization, eco- nomical-statistical analyses, expert estimations, historical, prognostic, comparative, regional analysis, economical-mathematic modeling and prognostication, system-structural analysis. Theoretical and practical results - theoretical and methodical positions of system man- agement of RC ICS are grounded, recommendations on his introduction are developed, methodical developments and practical recom- mendations are formed, that substantially perfect organizational-methodical providing of management socio-economic development of region. The new approach are SТА at city head, MAS in the Odessa region, OAS "Ukrtelekom", SKSC "Politekh-konsalt" ONPU, ONPU. The field are regional economy, higher school.
