Essay

The thesis is devoted to developing methods and tools for multicriteria evaluation of programs and projects in space research with the purpose of science-based support for strategic planning of space research and evaluation performed works. The modern methods of evaluation of complex objects are analyzed, the problem statement of multicriteria evaluation systems with point of view of decision theory is realized. The existing methods of formalization of such problems is considered in order to choose an adequate mathematical apparatus for the studied object domain. The sets of criteria for analytical evaluation space programs and projects in different areas of space research is formed. The method for multicriteria evaluation of scientific space projects which implement multicriteria and expert approach and the nonlinear scheme of trade-off is proposed. On his basis of method, algorithm and computer program for the evaluation of space projects with visualization of results is created. The method for multicriteria evaluation of complex objects (space programs, their directions and scenarios) is proposed, using aggregative-decomposition approach and mathematical apparatus of nested scalar convolution. On this basis of method, algorithm and computer program evaluation of objects which modeled in a hierarchical system is created. The developed methods and computer tools is approbated and used for evaluating projects and directs the National Space Program.
