Verigin K. Formation and implementation of regional innovation policy

The subject of investigation is the implementation of innovation policy in Ukraine. The purpose of investigation is the theoretical justification of the main directions of formation and realization of new innovation policy in the region. The methods of research are theoretical generalization, relative and index analysis, grouping, economic statistic methods as well as system analysis. The practical importance of the obtained results consists in the development of the main directions of the realization of state innovation policy in the region. The scientific novelty of obtained results is that first the directions of new innovation policy, particularly the formation of effective and efficient regulatory field, the reorganization of state regional centers into the cooperative research centers, a new way of organization of state support of small-scale innovation enterprises, have been justified. The conceptual model of regional innovation system, methodical approach to the selection of innovation priorities and formation of innovation programs; economic organizing mechanisms of realization of state innovation policy, have been improved. Regulations on the necessity of taking into account theoretical aspects of the development of innovation processes during the development of methodical principles of new innovation policy in Ukraine; the conceptual principles of formation of innovation policy; the approach to the national market as the system of regional markets, have been further developed.
