The object is forming of region oil and gas complex effective recourse using strategy; the goal is developing of theoretical and methodological basis and practical guidelines on forming recourse using strategy of regional oil and gas industry in the market conditions; methods - dialectical cognition, monographic, systemic and structural, logical and comparative analysis, economic and statistic, socio-economic forecasting; novelty - conceptual approaches on formation of recourse oil and gas industry strategy in the market conditions is done; findings - the theoretical and methodological approaches of the recourse using strategy of region oil and gas industry development is elaborated, as well as practical recommendations on its practical implementation is justified; industry - productive forces and regional economy development.
