The thesis is devoted to scientific researching of modern state of legal adjusting such institution as "minor misdemeanors". These minor offences can serve as reason for relieving of administrative responsibility. The particularities of their application by authorized bodies and by officials are investigated. Scientific sound arguments are presented for improving of this institution. Scientific approaches according to sense of institution as "minor misdemeanors" are searched. Foreign experience its legal adjustment is considered.
