Olenicheva Y. Increasing of effectiveness of giving of public utility service to population in a city

Research object: grant of public utility services the population of city. Research purpose: theoretical generalization and development of scientifically-methodical positions in relation to the increase of efficiency of grant of public utility services to in teplo- and to the water-supply the population of city. Research methods: analysis of the systems, logical generalization, comparisons and comparisons, tabular, statistical and graphic; economic design, namely cluster analysis. Theoretical and practical results: it is deep, found further development scientific and theoretical positions are improved in relation to the increase of efficiency of grant of public utility services the population of city. Theoretical conclusions are taken to the level of concrete recommendations, cooperant to the resource economy in a public utility economy. The got results are inculcated in activity of the Donetsk department of the complex use of water resources of the Donetsk regional management of water resources of the Statutory broker of Ukraine on a water economy and Service of buildings and installation works and civil buildings of the State enterprise the "Donetsk railway"; Communal business enterprise of Donetsk city advice the "City communal resources", utillized in the educational process of Private Higher educational Establishment the "Donetsk economic and humanitarian institute". Scientific novelty: the method of exposure of houses which need primary lead through of energoaudita is offered, on the basis of laying out of houses on clusters on the consumption of water and heat. Going is improved near an estimation teplo- and water-supplys of population and methods of exposure of signs of unprofitableness of grant of public utility services to in teplo- and to the water-supply, increases of prime price of services based on determination through unproductive charges. The methods of estimation of efficiency of grant of public utility services are improved on the basis of determination of indexes of profitability and material well-being of population by them. Developed recommendation on stimulation of to the resource economy in a public utility economy on the basis of change of tariff education in the field of grant of public utility services. Essence of grant of public utility services as systems of relations is certain between producers and users in relation to a production, distributing and consumption of public utilities. Organization of grant of public utility services is exposed and basic pre-conditions of increase of its efficiency are certain.
