Arkhipenko S. Regulation of cyclic development of regional social and economic systems

The dissertation is dedicated to the research of one of the up-to-date scientific and practical problem - regulation of cyclic tendencies in development of regional social and economic systems. Methodical approaches for specifying a region as an open social and economic system; theoretical basis related to interaction of components in social and economic systems through identification of multi-vector equilibrium conditions in social and economic subsystems of a region were improved herein. On the basis of methodical approaches for specifying the category of a cycle at macro-level the features of this phenomenon at the level of a separate region were determined. The approach for evaluation cyclic tendencies of regions development was proposed in the work on the basis of which the mathematical model of such tendencies was formulated. The major aspects of the country's Regional Development Concept were worked out. The trends of cycle regulation of the region development through the instruments of fiscal and budgeting policy by application "skimming off the cream" strategy were determined in the work. It was grounded for the necessity of financing the needs of the region by its own resources on the basis of which there finance and credit mechanism for financing the region's economy by local authorities both in inter-branch and territory aspects was developed. The variant of correcting cyclic tendencies in the development of the Dnipropetrovs'k Region by means of diversification its economy was proposed in the work.
