Research object: processes and factors of economic and social development of city. Research purpose: generalization of theoretical positions and development of practical recommendations on the increase of efficiency of the use of factors of economic and social development of city. Research methods: logic analysis; theoretical generalization and groupment; to systematization and to causal-investigation connection; economic-statistical; formalization and economic-mathematical design. Theoretical and practical results: it is deep, got further development and scientific theoretical positions are improved in relation to the increase of efficiency of the use of factors of economic and social development of city. Found practical application and were utillized Main financial administration of Lugansk regional state administration; by a state tax inspection in Severodonecke of the Lugansk area; by the department of economy of Severodoneck city advice of the Lugansk area; in the educational process of the Technological institute of the Vostochnoukrainskogo national university of the name of Vladimir Dalya there are Departments of education and science, young people and sport of Ukraine (Severodoneck of the Lugansk area). Scientific novelty: the methodical going is offered near the estimation of character of influence of factors on economic and social development of city on the basis of facet classification of the proper indexes. The organizational model of providing of the effective use of factors of economic and social development of city is developed. The methodical going is improved near determination of level of economic and social development of city on the basis of comparative analysis of absolute and relative indexes of standard of living of population, and also tool of the budgetary providing of development of city by introduction of new elements of budgetary device. The receptions of groupment of profitable sources of budget of city are grounded. Understanding of essence of economic and social development of city is extended. Classification of factors got further development on the sign of determination of influence of imperious structures on a city, and also systematization of facilities of the effective use of factors of economic and social development of city. The complex of measures is offered on intensification of economic and social development of city. The sphere of the use is activity of Department of local budgets of Ministry of finance of Ukraine; Main administrations of economy of regional state administrations and departments of economy of city advices; research establishments on the type of the advanced study; higher educational establishments.
