Perevoznikova O. Formation of regional cluster strategy of innovation development of machine-building branch in conditions of economic stabilization

The subject of investigation is the processes of regional innovation development of the engineering industry. The purpose of investigation is the justification of the theoretical principles and practical arrangements for the formation of the regional cluster strategy of development of the engineering industry in the context of the economic stabilization. The methods of research are structural logical analysis; critical re-evaluation and theoretical generalization; statistic, technical and economic, and SWOT-analysis; method of expert evaluations; system method. The practical importance of the obtained results consists in the development of scientifically justified recommendations for the formation of the regional cluster strategy of development of the engineering industry which will allow to activate its innovation activity and the activity of the majority of related productions of the region. The scientific novelty of the obtained results is that first the theoretical and practical regulations for the reasonability of the formation of the cluster based on the enterprises of the engineering industry of Donetsk region on the basis of existence of necessary prerequisites for its creation, the concentration of the industry in the region and the strong interrelation between related industries in the production process, have been developed. The methodical approach to the definition and formation of the cluster by means of the supplement of the selection parameters to the kernel of the cluster and the creation of the decomposition in the form of structural logical scheme of the phases of the process of the cluster formation; the phases of the development and realization of the development strategy of the region on the basis of the cluster conception with the definition of the directions of support and the supplement of the agreement at the national level, have been improved. The theoretical justification of the assumption that in Ukraine one of the first industries to realize the cluster process may be the engineering industry; the definition of the difference between clusters and simple forms of the cooperative economic integration; approaches to the mechanism of development and realization of national and regional development programs on the basis of the cluster conception in the context of the development of the innovation policy of Ukraine, have been further developed.
