Research object: forming of modern forms of organization of economy in the public utility sphere of city. Research purpose: generalization of theoretical positions and development of practical recommendations relatively organizationally economic providing of creation of modern forms of menage in the public utility sphere city for the improvement of terms of life of population. Research methods: analysis and synthesis, system, statistical and graphic, comparative, economic mathematical. Theoretical and practical results: it is deep, found further development and scientific theoretical positions are improved in relation to creation and functioning of modern forms of menage in the public utility sphere city taking into account principles of in public-private partnership. Found practical application and were utillized: By the management of the public utility economy of the Lugansk city council; By main administration of the public utility economy of Lugansk regional state administration; by a city communal enterprise "Lugansk-habitation"; in the educational process of the Lugansk state institute of public utility economy and building. Scientific novelty: the scientific going is offered near forming of formations of cluster type in the public utility sphere of city, that allowed to position him as more modern organizational form of mutual relations between producers, suppliers and users of the public utility services, economic measures are developed organizationally on forming of formations of cluster type with the purpose of the break-even functioning. Improved: the methodical providing of analysis of the state and progress trends is the public utility economy of cities of Ukraine; of a particular branch going near the estimation of pre-conditions of creation of modern forms of organization of economy in the public utility sphere of city, between sectorial going near the exposure of features of tariff education on public utility services. Maintenance of modern forms of menage is certain in the public utility sphere and experience of their use is investigational. Understanding of the stages of creation of modern forms of organization of city economy is exposed. Essence of in public-private partnership is certain.
