The purpose: working out of teoretiko-methodical positions and practical recommendations concerning definition of interference of functioning of a building complex and region developments. An object of research: theoretical and practical approaches to definition of interference of parametres of development of a building complex and social and economic indexes of development of region through increase of investment appeal of region and attraction of investments into region. Research methods: theoretical generalisation and otvlechenno-logic; the factorial analysis, a grouping method, rating and integrated methods; a method of expert estimations; economic-mathematical modelling with use correlation and регрессионного the analysis; comparison; grouping; the graphic. The concept «a building complex of region» that is considered as difficult open territorial system which forms mutual relations between independently managing subjects of economy of the region, functioning in sphere of housing construction, its material and financial maintenance is defined. Scientifically-methodical approaches to calculations of interference of branch factors of regional development, investment appeal of region and attraction of investments into region on the basis of an establishment of through bilateral correlation communications between them are offered that provides management of dynamics of processes of interaction of investigated factors and social and economic development of region. It is improved: theoretical principles of definition and ordering of branch factors of influence on development of region and methodical bases of definition of target problems concerning increase of level of investment appeal of region. Improved: Methodical approaches to an estimation of influence of branch factors on level of investment appeal of region and attraction of investments into region.
