Smirnova E. Scientific and applied basis for the development of regional innovation system.

Dissertation devoted to questions expanding the science and application development basis of regional innovation system with regard to the influence of factors of socio-economic environment. The approach to assessing the level of development of regional innovation system, which involves diagnosis of the social, environmental and economic development, the definition of competitive advantage, revealing the features of the innovation and development of regional and local points of economic growth and development of strategic directions for development of regional innovation system. At the part of dissertation research perfected conceptual and categorical apparatus, in particular, concretized essence of the concept "regional innovation system"and proposes a structural model of regional innovation system. Systematized classification of factors influencing the formation and development of regional innovation system, which, unlike existing ones, has allowed more specific features of general economic factors and the factors determining the use of knowledge and the commercialization of innovation. Worked out the approach to the identification of innovative clusters, which define the potential clustering of economic activities of the regional economy, as well as the identification of innovation-active sectors for which innovation clusters are formed. Proposed a mechanism for regulating the development of a regional innovation system.
