Yesina V. Development of the Innovation Potential for a Regional Economic Complex

Goal: development of theoretical and methodical bases of the innovative development of regions and search of ways of implementation of the innovative potential in the process of activation of interregional co-operations. Object of the research: the process of innovative development of the region. Subject of the research: theoretical and methodical provisions and approaches of evaluation of the innovative potential of the region with the purpose of improvement of practice of development management. Research methods: dialectical method of cognition; analysis, synthesis and comparison; system approach; statistical methods of analysis, taxonomic method, method of clusterization, method of ranging; graphic and graphic-analytical analysis. The approach of determination of innovative potential of regions is offered that, unlike existing elaborations, substantiates its role as the factor of activation of interregional co-operations and certain new indices that provide influence on the increase of efficiency of integration processes and formation of strategies of innovative development of regions; Improved: the structure of the innovative potential of the region by including the administrative potential and the potential of interregional co-operations in its composition; the process of evaluation of the innovative potential of the region; the model of the innovative process by Kline-Rosenberg. The recommendations on Strategies of socio-economic development of certain regions of Ukraine are presented. To specify these strategies the variants of conceptual models and practical measures as to their implementation are offered. Implemented: procedural algorithm of evaluation of the innovative potential of the region; system of tasks of interregional interrelations and general participation in fulfillment of interregional programs; unconventional approach to the evaluation of the innovative potential and system of indices that characterize its role in interregional co-operations. Field of application: regional centers of regional development, oblast state administrations and higher educational establishments.
