Palant O. Theoretical and Methodological Bases of Perfection of Process of Investing and Innovative Development of a Transport Complex of Region (on the Example of m Kharkov)

The purpose: working out of scientifically-methodological and practical offers on improvement of investment and innovative development of a transport complex of region. Object of research: economic, organizational, financial, methodical and applied aspects of investment and economic development of a transport complex of region. Research methods: a dialectic method of knowledge; the analysis, synthesis and comparisons; methods of the system analysis; a method of mathematical statistics; a method of system dynamics; a method of imitating modelling. The new structure of a transport complex of region taking into account inclusion of the state structures of financing and structures of the private business, which involved to the general cycle транспортообмена within region is proved. The mechanism of expansion of volumes капиталообразующих investments into transport area of regions by which it is realised thanks to creation and functioning of regional committee of investments and loans is offered. It is improved: methodical measures for acceleration of updating of fixed capital of transport area at regional level by use of direct dependence of the sum of charge of amortisation from actual physical deterioration of vehicles and existing financial possibilities of transport agencies of region. It is entered: methods of selection of perspective innovative projects, grantings of tax privileges which maximise efficiency of functioning of a transport complex of region as a whole by use of economic-mathematical modelling.
