Kasian O. Problems of reforming housing and communal services in towns and ways of their solution

The subject of investigation is the processes of socio-economic development of little towns in the context of socio-economic development of the country. The purpose of investigation is the improvement of the theoretical approaches and the development of the practical recommendations oriented to the reforming and intensive development of the housing and public services of little towns. The methods of research are statistical and system, comparative economic analysis, structural logical modeling; expert evaluation method and method of static adaptation of the obtained results, prognostics, graphical methods. The practical importance of the obtained results consists in that the theoretical statements and methodical approaches of the dissertation are the methodical basis of the socio-economic reforming and development of the housing and public services of little towns in the conditions of market relations. The scientific novelty of the obtained results is that first the methodical approach for the formation of the complex program of reforming and development of the housing and public services of little towns has been suggested. The concept statements for increasing of providing the effective activity of the enterprises and organizations of the housing and public services of the little town in new conditions of housekeeping; the methodical approach for the stimulation of the scientific and technical development of the enterprises of the housing and public services of the little town; the ways of renovation and reconstruction of the domestic objects of the little town, have been improved. The organizational and economic components of management of the housing and public services in Ukraine in terms of the little town; the theoretical and methodical principles of organization of the housing and public services of the little town; the measures for the cost and rates reduction of the community facilities of heating, water supply and draining of the little town; the recommendations for increasing the investment climate in the branch of the housing and public services in the up-to-date conditions of the housekeeping, have been further developed.
