Petrenko P. Scientific bases of innovation-investment policy of region's development

The subject of investigation is the processes of realization of the state regional policy. The purpose of investigation is the scientific justification of the strategy of the innovative investment development of the region, the methodical and practical recommendations for the effective using of the real economic mechanisms in the process of its realization. The methods of research are system and complex approaches, historical, logical, economic and statistical analysis, methods of goals tree, grads, paired comparisons, averages, matrix approach, multidimensional statistical methods (taxonomical, clustered and discriminant analysis). The practical importance of the obtained results consists in the practical solution of the problem of increasing the effectiveness of the regional production complex on the basis of development of the scientifically justified innovative investment policy. The scientific novelty of the obtained results is that first the new conceptual approaches to the economic development of the region in which the leading role belongs to the innovative investment type of the development of the region, have been suggested. The economically mathematical model of the system of management of the processes of the regional development on the principles of providing the flexibility and adaptivity; the task of choosing the priority strategy of the development of the machinery-producing industry of Odessa region on the principles of multicriteriality; the up-to-date conceptual approaches to the formation of the production policy, have been improved. The priorities of the innovative investment development of the region; the analysis of the foreign experience of the development of the regional economies; the methodical approach to the instant diagnosis of the condition of the innovative investment activity, have been further developed.
