Bondarenko O. Improving the efficiency use of investment in the processes of protection nature at the national and regional

Purpose: Development of theoretical and methodological approaches to the efficiency of investments in environmental processes at the national and regional levels. Object of research: Investments in environmental protection measures at the country and its regions. Subject of research: Theoretical, methodological and practical issues in the investment process to improve the efficiency of investment in environmental processes at the national and regional levels to develop regulatory actions. Methods: methods of theoretical generalization and system analysis, methodology of econometric modeling; economic-mathematical, forecasting and analysis of economic indicators by activity and area; graphics. Improved: -methodical approach to managing investments in environmental protection in the region through the creation of dependency indicators that affect the environment, for the formation of regulatory actions to improve the efficiency of investment in environmental processes at national and regional levels; -system-dependence of the waste I - III hazard class of factors: the presence of waste I - III hazard classes in designated areas, the gross regional product, the number of subjects of the Unified State Register of Enterprises and Organizations of Ukraine, the value of investments in fixed assets and calculated ratios influence of these factors on the indicators for each region of Ukraine, which allows the regulation of key factors to reduce waste intensity I - III hazard classes in each region separately. Had received further development: -tools of investment in fixed capital and the structure of their sources of financing through the creation of the system dependencies of effective indicators of factors: GDP, fixed assets, output, number of employees, allowing a wider scope to attract investment in fixed assets from various sources; -determination and justification of relationship capital investment and operating costs of environmental protection of the main factors: meetings, GDP, population, the introduction of certain capacities of the environmental setting which allows to identify areas of more efficient use of investments in the state and regions. Determined: Improving the environment of the country and its regions can occur only on the basis of scientifically based strategy for improving efficiency of investments in environmental processes and using models and econometric modeling techniques and modern methods of managing investment Proposed: Methodological approach to forecasting, attracting and efficient use of investment in environmental measures in developing management solutions in the regions through the influence of factors on performance arising from the dependence of the developed systems of investment and operating costs of selected factors, which makes their effective use for directions environmental activities in the regions and reduces the possibility of waste I-III hazard classes in their territories. Introduced: A number of provisions and the results of the thesis in practical activities of the Institute for National Security Council of Ukraine in carrying out special studies to assess the use and protection of natural resources of Ukraine and its influence on the formation of environmental and man-made threats to national security within the theme of the analysis of changes in the ecological condition of natural resources in the context of Ukraine's national security (certificate № 2/6-43 from 22.01.2010r.). Scope: In the activity of scientific institutions and their regional offices in conducting research and development of environmental measures to improve the ecological condition of a specific region of the country through the implementation of regulatory actions on the factors that affect the performance of investment and waste intensity I-III hazard classes, as well as by regional Administration implementation of regulatory action in the forecasting process, involving the use and investment in environmental measures a specific region of the country in developing budgets environmental - investment activities.
