Verbytskyi V. Theoretical and methodological principles of reforming of the heating supply system as part of infrastructural maintenance of development processes in region

The object of study: processes of socio-economic development of the region. The aim of study: deepening of theoretical and methodical principles and the developing of practical recommendations for heating system reforming as a part of whole infrastructure of the region. Methods of study: statistical and systematic analysis; comparative economic analysis; graphical methods; method of structural and logical modeling; methods professional expert assessments and statistical analysis of obtained results; method of prediction. The practical significance of results lays in the process of developing of recommendations relating to heating system reforming as a part of whole infrastructure of the region which were used during processes of socio-economic development of the region and during the creation of programs of socio-economic development in the city. Scientific novelty of results lies in fact that it was the first time when a conceptual approach regarding the heating system reformation in the region was suggested. Were implemented: organizational and economic mechanism of "heat" system participation in the process of regional strategy development; the development of management structure and contractual relationships in the sphere of heating of a big city in the context of competitive environment in combined heat and power sphere creation. Further developments have got: theoretical principles of heating system operation in the region; the conceptual approaches of different authors to the comprehensive assessment of the heating system and methodological principles of its definition; the assessment of heating system reformation conditions in the region in the context of foreign experience; the procedure of tariffs in heat supply enterprises formation in the context of relevant principles of tariffs formation at water supply and water drainage enterprises.
