Basyuk O. Economic-organizing bases of forming and increasing the potential of the new economy of regions

Object - the formation and capacity-building of the new regional economy; goal - the development of theoretical and methodological principles and practical recommendations for the development and capacity-building of the new economic of Ukrainian regions; methods - the theoretical generalization and comparison, analysis and synthesis of economic and statistical evaluation of regional convergence, peer reviews, graphics, SWOT-analysis, forecasting, economic and mathematical modeling, system analysis, ranking and grouping method; novelty - the economic-mathematical optimization model, that allows to prove the desired ratio of investment in primary and the intensification of human capital through innovative investment in knowledge, technology, information, that is crucial in the formation and capacity-building of the new economy of the region and it is the criterion of maximum net present effect; results - the methodical approaches to the evaluation of regional clusters, which, unlike existing ones, allowing to identify the most promising areas for formation of clusters in the Ukrainian regions taking into account the level of potential of new regional economy, the assessment of cluster structures possibility and efficiency of their operation to determine the impact of clusters on the development potential of the new regional economy and trace elements for the differences in development time; industry - the development of productive forces and regional economy.
