Object - the formation of economic and institutional mechanism for optimizing the territorial-industrial forms of thermal management in the region; goal - theoretical basis and development of methodological and practical recommendations for building economic and institutional mechanism for optimizing the territorial-industrial forms of thermal management in the regions of Ukraine; methods - a comparative and structural analysis of economic and statistical, graphical, Economics and Mathematics, expert evaluation; novelty - The scientific and methodological principles of forming economic and institutional mechanism for optimizing the territorial-industrial forms of thermal management at the regional level, which systematically take into account the peculiarities of the development and functioning of the economy and logically combining the optimization measures of legal, informational, social, economic and organizational trends; results - improved funding mechanism for the heat of the region and a conceptual approach to management, systematized the main reform measures thermal management in the region, developed a mathematical model, which allowed to predict the aggregate technical and economic performance of enterprises introducing energy saving measures thermal management, aimed at improving efficiency of enterprises; industry - the development of productive forces and regional economy.
