The thesis is devoted to the development of theoretical and methodological framework and practical guidelines on economic evaluation of the effectiveness of investments in innovation aimed at improving the ecology of cities. Developed a holistic concept of program-oriented management of environmental innovations in housing and utilities, which brings together all of the projects to develop and implement innovations in a single system with common management principles, methods and mechanisms of interaction between participants and the organizational and methodological standards to ensure their processes with the help of the coordinator and organizational control centers innovations.
