Kolisnik O. State support of scientific-technical and innovative activity in the regions of Ukraine

The object of research is the process of scientific-technical and innovative activities development in the regions of Ukraine. The purpose of research is development of theoretical and methodological recommendations for the support of scientific-technical and innovative activities in the regions of Ukraine. Methods of research are theoretical synthesis and comparison; dialectical method; abstract-logical modeling; structural analysis; statistical analysis; graphical method; method of entropy; matrix approach.Mechanism of state support for priority directions of scientific-technical and innovative activities development in the regions of the country which includes ensuring; procedure; stimulating; distribution regulators; methodical maintenance of scientific-technical and innovative activity estimation in the regions of Ukraine which bases on a system of integral and integrated indicators of the scientific-technical and innovation activities; theoretical and methodical approach to the vulnerable regions definition as scientific-technical and innovation development which bases on the use of a two-dimensional matrix in the plane of "innovative potential and innovative activity" are got further development. Definition of the concept "innovation potential" as a multi-level characteristics complex of the economic systems different opportunities which characterizes the process of innovation potential of the region state support at the macro-, meso - and macro- levels are improved. Research results are used in North-East Scientific Center (certificate 08-12/45 from 09.02.2012), Main Department of Industry, Transport and Communications of the Kharkov Regional State Administration (certificate № 02-01-04/282 of 27.01.2012) and in the educational process of the National Aerospace University by M. E. Zhukovsky (certificate № 01-15/25 from 11.01.2012).
