Object of research: a process of development of housing metropolis; Objective: To develop theoretical and methodological positions and practical recommendations for improving the organizational and economic principles of housing metropolis; Methods: monographic, analysis and synthesis, induction and deduction, system analysis, classification and analytical method, economic, statistical and comparative analytical, graphical, theoretical and practical outcomes: concepts and categories of particular essence and defining the content category "utilities metropolis" as a set of related interacting systems - housing, engineering, energy, disposal, etc., as well as businesses and individuals engaged in contract work, which provide continuous provision of quality housing services in the metropolis; scientific principles of a comprehensive restructuring of the system management utilities metropolis, which, unlike existing take into account the tendencies of its development and assess the current state provide synthesis of state regulation and market self-regulation, improve the management subsystem through its restructuring and creation of the State Corporation for Housing Management metropolis, methodological tools, business development in housing metropolis through the development and implementation of measures to support small and medium enterprises; comprehensive assessment of functioning housing metropolis based on the method of system analysis that allows to distinguish features of the development in terms of economic transformation, the formation of organizational and economic principles in the metropolis a single center of responsibility utilities led by the State Corporation that provides monitoring of housing and utilities, the preferred address allocation and use of budgetary funds, investment and banking needs, develop a mechanism of application of public-private partnership in the organizational and economic development of housing metropolis that enables the development of mutually beneficial social-oriented cooperation between state bodies management and business metropolis, scientifically promising forms of housing and communal infrastructure of the metropolis; recommendations to improve the legal framework governing relations in the housing metropolis, which features a adaptation of the current foreign legislation, the degree of implementation: Central Scientific Experts Office ATS Ukraine, management utilities CHODA, CSTU; Scope: Housing management in the region.
