Gubarenko I. Methods and models of management of a sustainable development of social and economic systems

A research object is a process of realization of conception of steady development of the socio-economic systems. The research purpose is development of methods and effective case the socio-economic systems frames, during realization of conception of steady development, due to diminishing of pressure on social and ecological spheres, that allows to increase management efficiency. Research methods - the methods of analysis of the systems are used for description of structural and functional dependences of the socio-economic systems; theories of stability - for determination of stability of the system; multivariable evaluation - for forming of the generalized estimations of the state of the system; theory of making decision in the conditions of multicriterion and vagueness - for the synthesis of models of making decision in the conditions of steady development; introspective analysis - for prognostication of subsequent development of the socio-economic system. An apparatus is the personal computer. Theoretical and practical results of researches - the elements of methodology of realization of management the socio-economic systems are developed in the conditions of passing to conception of steady development which provides the increase of management efficiency and decreases expenses from the consequences of uncontrolled development of the system. Scientific novelty - the method of estimation of firmness of the socio-economic systems is first offered, which characterizes distance from current position of the system to the maximum and critical states and enables to stabilize and show out the system from an area of critical conditions; the method of state administration critical descriptions is first offered on the basis of quota, which is characterized limitations of resources, which are used compatible a few systems, that enables to regulate co-operation of the systems and decrease losses as a result of competitive activity; the conceptual model of management of frames of society descriptions is first offered, which is based on the use of index of living labour as an objective function, that allows to formalize procedure of management of education and health protection the systems and enables more effectively to realize the process of forming obudget of the socio-economic systems, in particular, states; the method of forming of the generalized multivariable descriptions purchased subsequent development by the complex monitoring of the state of the socio-economic systems as a management object which enables to realize hierarchical convolution of basic data and average estimations, for the receipt of the quantitative generalized index; the method of komparatornoy authentication purchased subsequent development structurally self-reactance descriptions of models of the multivariable generalized estimations by formalization of state information socio-economic systems, got by experiments, that allows to synthesize models, using procedure of comparison of pair of alternatives, which shows most firmness to the reiteration, only. The results of dissertation are inculcated in private enterprise "Seym" and in the educational process of the Kharkov national university of radioelectronics. Can be drawn on the scientific results of dissertation in scientifically research and scientific-practical works; at planning the systems of support of making decision state administration; during realization of management any socio-economic systems: by enterprises, regions, states, international organizations.
