Bradul S. The formation and realization of the resource-saving programs in the housing and mu-nicipal services of the regions of Ukraine

The object of study: the process of resource-saving in housing services and utilities of Ukrainian regions. The aim of study: the improvement and the development of theoretical approaches to the process of formation and effective implementation of programs of resource-saving in housing services and utilities of Ukrainian regions with involvement of domestic investments. Methods of study: methods of statistical and economic analysis; methods of econometric analysis; method of system-structural analysis; logic and generalization; methods of analysis, synthesis and dialectical logic; economic-mathematical methods and heuristics. The practical significance of results lays the fact that the proposed in the thesis work theoretical principles, approaches and obtained scientific results were brought up to the level of methodological provisions regarding the formation of the rational structure and efficient implementation of programs of resource-saving in housing services and utilities in different Ukrainian regions. Scientific novelty of results lies in fact that it was the first time when the investment-motivational mechanism that operates in accordance with the principle of mutual correction retraction and appropriate regulator of management was proposed. Were implemented: the system of classification of programs of resource-saving; the procedure of formation of rational programs of resource-saving as a special cycle of the resource-saving structural projects' realization; the methodological support of regulations of investment-motivational mechanism of rational formation and efficient implementation of programs of resource-saving in housing services and utilities in different Ukrainian regions with involvement of domestic investments; the system of monitoring of conditions of resource-saving in housing services and utilities in different Ukrainian regions during the process of realization of the resource-saving regional programs. Further developments have got: the analysis of striking features of operation of housing services and utilities of Ukraine and its regions; scientific-practical approaches to the process of the resource-saving problems' solving.
