The Research of Object: process of forming and introduction of mechanisms of the financial providing of development of the depressed territories. Purpose: development of theoretical positions and applied recommendations is in relation of forming and realization of mechanisms of the financial providing of development of the depressed territories. Methods: comparative analysis, systematization and generalization; factor, economic and statistical analysis; logical generalization, synthesis and comparison; design; graphic and cartographic. Results: the financial tool of realization of the antidepressed regional programs, is developed, which takes into account, from one side, efficiency of the use of budgetary facilities which act as transfertive, and from other, is an increase of own money due to the increase of tax potential of region; the system of criteria of determination of depression of territory is improved, complementing it parameters which represent production potential of region, him financial, social-demographic, infrastructural and ecological descriptions, application of which enables to select the depressed territories, set their reasons which are pre-condition of forming of mechanisms of overcoming of depressed of regional development; theoretical going near consideration of financial mechanism of development of the depressed territories, that allowed to select his structure (after methods, forms, receptions and levers of influence), levels (makro-, mezo-, mikro-), subsystems (financial providing and adjusting), which in an aggregate enable to examine him in the context of influence on the balanced development of the depressed territories through the system of financial instruments; organizationally instituin subsoil of the financial providing of development of the depressed territories, which foresees realization of projects state private partnerships subject to conditions grant of governmental guarantees and bringing in private household investments with parallel insurance of financial-economic risks, which will help to connect the levers of direct government control with the instruments of market type; got subsequent development description of the depressed territories with the selection of excellent sign from other types of problem territories, after which, in a counterbalance last; methodical going near the estimation of depressed of development of region, which contain three problem semantic blocks: social, economic and ecological, after which grounded that allows the system of evaluation indexes, methods and receptions of diagnostics.
