Object of research: the process of forming and functioning of regional construction cluster; the purpose of the study: development of theoretical and methodological bases and practical recommendations of forming of the target potential of regional construction cluster; methods: index method, comparative analysis and grouping, scenario and economic empirical modeling, roadmapping; improved: methodology to assess mechanism of integration links of cooperation which based on the participants' value chains of the construction cluster; pattern of participants' relationships of the construction cluster, which shows the feasibility of integration for each participant and argument about the importance of creating a cluster in the region with the participation as regional authorities, business, science and education; approaches to development sceneries of forming of the target potential of regional construction industry with using growth factors within the regional cluster, which based on roadmapping; methods of evaluation of effectiveness (synergetic effects) of regional cluster association by scenarios; obtained the further development conceptual categories of the deepening and broadening the definition of "region potential", "target potential", "regional cluster"; the regional cluster model of integration as a feature of the regional economy, which provides dynamic measures , which are essential due to external effects and enhances the strengths of the region; identifying the cluster effect in the region in terms of prediction depends gross regional product of cluster activity, employment in the region and clusters specialization, and study the effect of cluster-based growth cluster for clustering coefficients, employment as a reflection of the current situation in the region and identify regional characteristics сщтіекгсешщт complex; the degree of implementation: Strategн of Cherkasy region in 2015 and the Regional Programme "Building a new Cherkasschinu" for 2011-2015 , CSTU, "Cherkasybudmaterialy", "Svetlovodsk plant "Spetszalizobeton", the scope of use: formulate strategies and programs for socio-economic development of Ukraine.
