The economic essence and the concepts of the innovative model of development of regional economy and the innovative enterprise have been disclosed, the principles of its functioning, composed of the regional economic systems, have been justified, methodology of estimation of small enterprises influence on becoming of the innovative model of regional development has been improved. The practical expediency of input of the functional model of management of the innovative development of business-environment has been theoretically substantiated, which envisages synchronization of actions of the territorial executive, local self-government and institutes of civil society in the direction of motivation of innovations, increasing of the competitive edges on the internal and external markets.
