Object of research: the process of improving the mechanism of formation of rational parameters of the productive forces of industry innovation at the regional level, especially given the operation of textile industry. Objective: theoretical basis and development of guidelines for improving the mechanism of formation of rational parameters of innovative production forces industry to support the development of textile industry at the regional level. Methods: systematization, and synthesis of systems analysis, economics and mathematical modeling, benchmarking, structural and logical analysis, linear programming, simulation. Defined: Trends of cash flows received as a result of sales of textile enterprises, in contrast to existing ones, taking into account the peculiarities of their functioning and current economic conditions, and to optimize the formation, movement and use of these flows. Improved: circuit design and the use of the mechanism of formation of rational parameters of innovative productive forces. Introduced: simulation mathematical model that was developed based on the use of appropriate tools and to predict revenues from consumers for goods shipped. Scope: local authorities, the textile industry, universities.
