Goncharova Z. Organizational-economic management of housing and communal services of the region (for example, Kharkiv region)

Purpose: development of theoretical and methodological principles and practical recommendations concerning usage of economic method of management of housing and utilities services, improvement of cooperation of agents of public and utilities services market to provide for region development. The object of the research is process of managing housing and utilities service of the region in conditions of scanty resources. The subject of the research is application of organizational and economic methods of managing housing and utilities services of the region to improve functioning efficiency of the field agents. Methods of the research include comparative analysis and scientific classification, systematic and structure, as well as functional analysis, observation and logical analysis, systematic and situational approaches, formalized representation of managements systems, hierarchies analysis, scientific identification analytical processing of factual prediction material, statistical, comparative analysis. Procedure of decision making by means of application of models of theories of contracts and plays, model of selection of housing and utilities enterprise on competitive basis, basic category of strategic planning have been improved. Priority directions, measures to organize effective management of local government authorities in the field of producing and granting housing and utilities services have been determined. Classification of methods of management in housing and utilities service of the region, theoretical and play model of interaction on regional level, contractual relationship realization stimulating, a "triangle of quality of hosing and utility services provision mechanism" has been offered. Organizational and economic mechanism of housing and utility service management in Kharkiv Oblast on the ground of the Model of theory oc contracts and plays have been implemented. Application field: bodies of local and regional government authorities, enterprises of housing and utility services of the region and higher educational institutions.
