Research objective: theoretical and methodological basis and the development of practical recommendations for improving of control systems in energy efficiency saving process in housing and utilities services of the region. Research object: control process of energy efficiency system in housing and utilities sector at the regional level. Research subject: theoretical, methodological and practical aspects of the development and implementation of energy efficiency control system of housing and communal services of the region. Research methods: theory and logic synthesis, system analysis, economic and statistical methods, systematic structural analysis method, logical and structural methods, mathematical and economics methods, system dynamics modeling and simulation methods, modeling and graphical methods. It was improved: the model of energy efficiency control system in housing and communal services of the region, the organizational structure of energy efficiency control in housing and utilities services of the region. It was further developed: the system of indicators quality assessment of energy efficiency control in the context of management features, a simulation model of technically worn networking renewal at the utilities in the region; economic and mathematical modeling methods to identify effective management decisions regarding the choice of energy efficiency innovations at housing and utilities services enterprises in the region; scheduling mechanism of long-term solutions to find investments for energy efficiency measures implementation in housing and utilities services in the region. Implemented: long-term solutions planning methodology to find investments for the implementation of energy efficiency measures; the formation of energy efficiency control system by identifying the reserves of housing and utility services enterprises. Field of application: in the practical activity of the of housing and utilities services enterprises and regional government bodies.
