Essay

The dissertation is dedicated to the scientific motivation of the theoretical and methodic approaches, theoretical and practical recommendations' working-out as for services sphere development regulation at the regional level. The meaning and economic substance of the conceptual categorical structure, particularly "services", "regional services sphere" are emendated. Services sphere integrated assessment methods that form theoretical and methodic basement of its research at the regional level are worked out. The main factors that determine regional services sphere development are defined. The concept of "regional services policy" is improved, the main thesis of its formation are justified. Ukrainian regional services sphere development level is fulfilled by means of integrated index-number. Regions of Ukraine are ranged and grouped according to the level of their services development (leaders, medium-developed, problem). Position and tendencies of the structure sectorial hierarchy of each regional group are analyzed. Background and services sphere development problems of each regional group are determined. Theoretical ways of the regional services policy formation are proved in terms of integrated index methods. Methodic guidelines of the services sphere development forecasting activity are proposed. Forecasting indexes of the main medium-developed regional groups' services sphere characteristics trend are calculated. The problem-solving aids of such development taking into consideration regional services policy instruments are estimated. Methodic concepts of the regional services policy instruments efficiency estimation based on the cohesive sociology and economic estimate are improved.
