Vladymyrova M. Institutional and Organizational Support of Forming and Development of Regional Innovation Systems

The aim of the thesis research is the theoretical basis and improvement of methodological approaches to development of the regional innovation systems under the conditions of institutional changes and search for new organizational forms of management of innovation processes. Target of thesis is the innovative development processes and their support with institutional, organizational and economic instruments as a part of the regional innovation system. Subject of thesis is a set of the theoretical regulations, patterns and system principles of development and implementation of the regional innovation system (RIS). Research methods: economic and statistical methods, synthesis and analysis, verbal logic and logical and structural modeling; economic design; graphic and special-purpose methods. The conceptual approach to the creation of a regional innovation system as a multifunctional structure of the active support of the innovation process in the region on the basis of cluster interactions of subjects and changes in the institutional mechanism of regional policy was improved. The comprehensive characteristics of category "innovation process", conceptual apparatus of the regional innovation system, organizational and economic mechanism of management of innovative development of the region were improved. Implementation of a new mechanism of management of innovative development in the form of a conceptual model was proposed. The further development of the institutional approach to arrangement of the regional innovation system, comprehensive features of unreadiness of enterprises, organizations and the whole region to innovations took place. A structural and functional model and modeling technology of the RIS, process of its creation and adjustment of operational and functional activities was proposed. A structure of the main elements of the RIS data base was development. The research results were introduced into the Innovation Development Programs and Concept of Strategic Development of the city of Kharkiv till 2030, into the learning process of the O.M. Beketov Kharkiv National University of Municipal Economy. Scope of application - regional and economic space.
