Object of research - processes cross-border collaboration of euroregions. The purpose of research is development of theoretical positions and methodological recommendations to improve the effectiveness of cross-border collaboration of euroregions from formation financial cluster initiatives. Methods: dialectic, analysis and synthesis, scientific abstraction, morphological analysis, induction and deduction, indexes, system-structural analysis, economic-statistical, comparative, analytic hierarchy process, multiple regression, graphical. Theoretical financial provisions for the formation of cluster initiatives, that differs argue that if scaling cluster groups the real economy in a particular area is spatial concentration and diversification of financial services, resulting in financial institutions as members of different cluster structures can form separate financial cluster; methodical process of prioritizations of cluster initiatives in the euroregions, that differs based on the rating assessment of economic sectors in the region, including the qualitative and quantitative characteristics of the regional economy; methodical approach to the evaluation of participation of financial institutions in the cluster, the difference between taking into account economic results due to lower transaction costs with increasing revenue and change structural of assets, which simplifies the process of making a decision to participate in the financial cluster. Methodical approach to the analysis of obstacles to the formation of cross-border cluster initiatives are classified into four groups: economic, technological, socio-cultural, legal, personal and psychological difference is the importance of distinguishing characteristics on the basis of a systematic approach that enables to rank them; theoretical and methodological approach to financial cluster initiatives in cross-border collaboration, that differs defines main stages: creation by the euroregion committee of cluster initiatives, search and analysis capabilities of cluster formation of financial initiatives that include specialization in financial services and euroregional cooperation.
