Goncharova K. Regional policy for the forming sustainable construction clusters

The thesis is devoted to the development of theoretical, methodological and practical foundations of regional policy of forming sustainable construction cluster for reproduction of socio-ecological-economic systems in Ukrainian regions. In the research the theoretical foundations of sustainable construction have been defined; the role of regional clusters as effective form of territorial and industry interaction has been investigated and the concept of forming regional policy has been proposed, the essence of the "sustainable construction" and "sustainable construction cluster"concepts have been discovered, which let us clarify their meaning. In the paper using logical-semantic model "driving forces - state - response" has been proved as a methodological basis for the creation of regional policy of forming sustainable construction cluster. On the base of this model have been defined methodological approaches to: evaluation activity in building industry as an indicator of "driving forces", evaluation of quality parameters of GRS index as an indicator "state", assessment of cluster creation potential in building industry in Ukrainian regions and forming matrix of priorities for sustainable construction cluster formation as an indicator "response" in the model DFSR. In this way have been singled three specific subgroups of regions and for the use of different types of cluster policy. An analysis of the characteristics of these subgroups of regions is justified specific measures, mechanisms and instruments for various types of cluster policy and made possible to predict consequences of their implementation.
