Essay

The target of research is processes of planning and the planning assessment for innovation development of an enterprise. The goal of the research is to improve efficiency and substantiation of decision to be taken at the pre-design phase of planning through development of models and methods for assessment of an innovation development versions feasibility of an enterprise in question. The research approach is the system analysis of production facilities, the decision-and-value theory, and mathematic methods for multivariative validation and optimisation to provide proper versions of the development plans and the management decisions, queuing theory for simulation of production facilities processes, theoretical basis for design of process procedures to provide a structural model of the process procedures, precedent-setting approach during creation of process decision archive. The basic hardware is a personal computer. The theoretical and practical result of the research is: the scientific & applied problem of development of models and methods for methods of decision making in the field of innovation development versions feasibility of an enterprise is resolved for. The models and methods proposed are developed to the level of engineering methods, which can be used in information support systems for taking the management decisions on assessment and optimisation of multivariative alternatives. It provides a possibility to create a set of choices for optimisation of production process on the basis of former design experience from the archive of analogues in the structure of a precedent-setting system. The scientific novelty consists in the fact that for the first time there are proposed models for creation and assessment the options of strategies for development of an enterprise, which are based on experience of former designs and calculation of resemblance degree to compare of multi-criterial variants. It improves feasibility & confidence level for the management decisions at the pre-design phase of a plan development; improved is a model for notation of process procedure versions in the precedent database. Compared to known ones, it is based on unified structured models of process procedures, providing improved acquisition speed for decisions to be taken on the basis of. The model of a precedent-based decision making system is further improved for choices of ways for an enterprise development plans through determination of sequence and mutual links within the phases of a CBR cycle. It aims at the choice of best decision from the structure precedent database, what allows to reduce number of variants to be analysed. The further development has been provided for the method for characteristic assessment of sequential process procedures on the basis of queuing systems to analyse production factors for process procedures. It provides time & cost parameter assessment for taking a proper decision for an option to implement. The results of the thesis research found application-specific practice in the Southern National Research & Development Institute of Aerospace Industries (Kharkiv City, Ukraine); at the Government-run enterprise 'Research & Development Institute for mechanical engineering' (Kharkiv City, Ukraine); and in the academic activity of the Kharkiv National University of Radio Electronics (Kharkiv City, Ukraine). The scientific and practical results of the thesis may be used both in the scientific & research and scientific & production enterprises during development of strategic development plan of an enterprises and for taking management decisions
