This paper focuses on the issues related to peaceful co-existence between the titular nation and national minorities, gaining universal relevance. The study of the German democratic experience is of particular interest in dealing with this problem. "Pole" migration policy is the preservation of cultural identity of migrants on the one hand, and their assimilation on the other hand. The "intermediate" status of marginalization is not the best option because of the loss of traditional identity without acquiring new "assimilation" identity. Therefore marginality is the dangerous state in terms of hostility to alien social environment and aggressive behaviours, including the hypothetical terrorist activity. Legal adaptation of migrants is of high importance as much as the development of political dialogue with the countries from which they come.
