3. Object of study: The process of improving the efficiency of bringing video airborne telecommunications system space monitoring. Objective: is to develop methods to reduce delays in delivery of video for remote telecommunication equipment and the formation of the video-based technologies positional coding in terms of aperture description. Methods: Theory Methods for evaluating the performance of complex systems, theory of optimal reception, filtering, and image identification, structural and combinatorial analysis, information the theory and coding, Mathematical Statistics. Bottom line: - reduction in the delay provided for processing an average of 12 times , which is achieved by reducing the amount of processed data from the identification of aperture esreducing the number of multiplications (2 to 4 times ) and addition (average of 5); - providing mode high quality of decoded images (PSNR at 50 dB) with varying degrees of saturation with smalldetails and differences with respect to the developed method known a gain in terms of compression ,equal to an average of 11 %. Scientific novelty: 1) there has been further developed the mathematical model of evaluating the amount of information to describe the aperture imaging with controlling errors;2) there has been developed a coding method based on positional representation by line-aperture scale component imaging; 3) first developed compression method based on two-component representation of the aperture components; 4) the first time the two-component method of image restoration using aperture approximation. - Provides the ability to bring the video in real time.
