Dissertation is devoted to the decision of positions theoretical methodical and development of scientific-practical recommendations in the relation to providing the balanced development of region economy. Scientific categories which characterized development of region economy are exposed, the balance aspect of regional economy development and institutional bases of economy regions development is exposed in the part of normative-legal providing. Methodical positions of rates analysis of economy development in Ukraine and its regions are developed, the methodical providing of estimation is formed the balanced of regions economy development in statics, the criteria of the balance measuring of economy region development are certain on the example of the Lugansk region. The graphic-analytical model of the balanced functioning enterprises evaluation of different industrial activity types is formed, methodical approach to determination of balanced development degree of economy regions on the basis of pendulum model and well-founded strategic providing of the balanced development of the region economy is developed on the example of the Lugansk region.
