Question consisting of practice and science is analyzed. The management process determination of portfolio and programs projects conceptual plan of the systems-products improvement on the basis of problems exposure of their functioning at the initial state is improved. The criteria is grounded, a method is improved, algorithm of fire extinguishing determination of settlements administrative areas is grounded with the maximal level of fire protection. The results of projects portfolio grounding of the reengineering systems-products fire extinguishing of rural settlements in the Lvov area are resulted.
