Budgetary system of Ukraine and the state budgets are analyzed, local budgets mechanism, structure and features of intergovernmental relations are examined, concept of intergovernmental transfers is refined, new ways of optimizing of intergovernmental transfers formulas are proposed, information system for distribution of intergovernmental transfers is created. Alternative approaches for calculating financial flows within intergovernmental transfers were developed and proposed.
