Essay

The thesis is devoted to deepen the theoretical and methodological foundations and justification of scientific and methodical recommendations for creation a monitoring and mechanism of equalization welfare in the regions of Ukraine. The characteristics, essence and functions of the region were investigated. The structural diagram of the region as a complex socio-economic system was made and its role in ensuring the well-being of the population was defined. The theoretical basis of well-being, factors of its formation and quality levels were extended. The author's approach as to monitoring and assessing the welfare of the population in the regions of Ukraine was validated. The paper deals with the analysis of Ukraine's regions with statistical indicators of financial support and levels of income of the households ' self-assessment. The conclusion is made about the spread of poverty and indigents. The significant differentiation of the regions by the integral index of living standards were identified, which calculated according to authorial methodology. The trends of deterioration in the financial situation of the population in the Zaporizhia region revealed. The imperfection of the institutional foundations of welfare of the population of regions was specified. The model of state regional policy on welfare was justified, which defines the principles, tools, ways to improve and smoothing well-being in the regions of Ukraine. The scientific-methodological recommendations for the develop-ment of the division in accordance with ensuring decent living standards of the population for Strategy of regional development of Zaporizhia region were provided
