Lysenko I. The modernization mechanism formation of productive forces of the troubled regions based on clusters

The object of study is processes and conditions for the formation and implementation of the modernization mechanism of the productive forces of the troubled regions based on clusters. The aim of study is development of theoretical, methodological and practical recommendations on the creation and use of the mechanism for implementing the processes of modernization of the productive forces of the troubled regions based on clusters. The methods of study are system analysis; statistical analysis; taxonomy; mapping; abstract and logical method. : Methodical approach to the use of clusterization mechanism of modernization of the productive forces in troubled regions, which, unlike existing considers organizational and investment aspects of the concept of clustering, the existing prerequisites for the formation of integration structures and adequate capacity of regional economic systems; methodological support assessment of clusterization capabilities of regional economic systems, which are to be determined by the achieved level of development of several components of their economic potential, enabling identify the conditions necessary to begin the process of clustering; concepts and categories of the theory of regional development by disclosing the contents of the concept of "modernization of the productive forces" that allows to determine key objects of clusterization shifts in regional economic systems of the troubled regions and reveal the nature and relationship of the categories of "clusterization preconditions", "clusterization opportunities" that enables to monitor the formation and development of clusters were further elaborated. Methodical approach to the development of the clusterization mechanism which, unlike existing ones, considers incentives and constraints of the clusterization and includes organizational and investment units, which together ensure the effectiveness of the mechanism for the cluster formations as effective means of upgrading the productive forces of troubled regions; the methodical support of the modelling of cluster formation and their development, which comprises the steps covering the sequence of procedures of creation a base of cluster formation and reserve of its participants, the study of the structure and its arrangement according to certain criteria were improved. Research results are used in the activity of Chernihiv National University of Technology (certificate from 04.18.2013) and State budget institution "Chernihiv Regional Center for Investment and Development" (certificate № 61/01 from 13.05.2013).
