Vovchuk L. Business consuls of foreign countries in the Azov-Black Sea ports of Russian Empire (late XVIII - beginning of XX century)

The basic reasons of the creation, functions and closing internationals consular in the Black Sea and Sea of Azov seaports of Russian empire are research in the dissertation. An author interpret the location of the consular institution in the system of international law and the legal status of the consul, analyzes the development of legislation on consular service, forming a complete set of criteria consular states, the definition of consular service in the system of local government in the materials studied region, interpret the evolution of consular functions and value political, economic and legal principles in the sphere of the consul, elucidates the diplomatic activity of consuls and their role in the developments of the economical, social and cultural spheres of this region.
