In the dissertation the place of local authorities in socio-economic development of regions; defined economic essence, functions and role of local authorities in the organization of the control of economic activities in the region; background factors and principles for the implementation of regional monitoring in the regulatory activity of the local authorities considered the legal basis of the organization's regulatory and control activities of local authorities; the paper analyzes the regulatory and supervisory activity of the local authorities according to the forms and areas of activity, systematized performance optimization cash receipts in a profitable part of local budgets, analyses the tendencies of its formation and dynamics of parametric performance of budget revenues on the specific materials in two districts of Odesa region; proposed organizational-economic mechanism of regulatory and control activities of local authorities, which is defined as an integrated set of elements that are interconnected by performing common administrative functions to local authorities to ensure economic security; forecast model of implementation of elements of the organizational-economic mechanism of regulatory and control activities of local authorities, improved methods of the organization of regional control.
