Essay

Research object: Processes of treatment and information encoding for upgrading grant of services and service in the telecommunication systems. Research purpose: consists in development of presentation binary encoding method of the transformed images for the decline of their bit speed with the set reconstruction quality with the use of the telecommunication systems. Research methods: ground of the productivity increase direction of the communication systems; development of compression method and images reconstruction; research of the transformed images properties; estimation of theoretical adequacy and practical results. Scientific novelty: - first on the basis of elements recurrent addition the method of position structural-gravimetric numbers removable forming is developed; - the method of the recurrent reverse encoding position structural-gravimetric removable numbers is first created; - the development method of reconstruction images got further decoding of transform bit structure; - improved method of the communications systems descriptions estimation. Practical results: it is a decline of video bit speed is a stream communication systems on the average on 20-50%; it is an additional increase of compression degree on the average on 10-40%; it is a decline of time of treatment on the average on 20%; it is a decline of dwell at treatment strongly and poorly saturated realistic image accordingly from 42% to 50% for PSNR at the level of 30 dB and from 55% to 78% for PSNR at the level of 50 dB relatively JPEG of compression method; it is a decline of in the network packages loss probability of WiMax on the average on 25% at PSNR 50 dB and on 15% at PSNR 30 dB in relation to the method of JPEG. It is inculcated: at implementation of experimentally designer works in the central research institute of Ukraine Ministry Internal Affairs. Application domain: communications.
