Essay

The dissertation is focused on the development of scientific and methodological foundations of the system of indicative planning for social and economic development (SED) in regions of Ukraine. The author generalizes the category of "indicative planning for social and economic development". It is suggested to consider the indicative system as an open system with a reverse connection possessing such elements as institutional and legal provision, participants of the planning process, processes reflecting the main stages of the planning documents formation, informational subsystem of the social and economic development monitoring as well as control over the planned events realization. Using the economic and math modeling of the integral index allowed to get a complex estimation of the level of social and economic development in regions. Researching of the methods for social and economic prognostication helped to develop models based on formal methods. In the paper, a methodical approach to the indicative plan of an administrative district formation is suggested on a set of aim indicators that characterize the district budget, economic development, labor market, small business development, social tension, human resources development and social welfare. On the basis of the results of monitoring estimation and prognostication an indicative plan for an administrative district is developed which consider in detail the key targets, priorities, strategy objectives and is used as a basis for the development of the local budget as well as social and economic development programs.
